OK, just what is Windows Sound Recorder?

Will it open an existing audio file such a WAV or MP3?

Hi Bill,
It is a very simple .wav editor.
It comes with every version of Windows since at least Windows 98,
and can be found in the start menu, programs, accessories, entertainment, 
thru Windows XP.

I haven't looked yet, so I can't tell you where it is in Vista, or Win7.

In vista or win 7 all you need to do to get to it is go into start menu 
and in the search field type in sound recorder. It will put it at the 
top of the list of results and just enter on it.
