Rosemarie, One of the easiest ways to find that function with Windows 7 
Is by using your Search function.
Just press the Windows key to open the Search field.
Begin typing with the word disk.  The first option will be  Disk Cleanup.
So press the spacebar after disk  and continue  typing  with the D in
Defragmenter.
You probably won't get past that letter before the system brings up exactly
what you want.
Just press enter on that choice and the dialog opens.

You may try the following.
Open start menu.
Arrow up to all programs.
Arrow right to open.
Arrow up or down to accessories.
Arrow right to open.
Arrow down to system tools.
Arrow right to open.
Arrow down to disk defragmentor.
Press enter to open.
