I can get into the folder.  Once I get in, I get the message Windows 
Explorer is Not Responding.

To get to that folder outside of windows mail, I hit start menu button, 
tab once onto my login name, hit enter, in the folder that then appears, 
just hit letter C and it will highlight contacts, hit enter, and I find 
all my contact files listed, and then on the File menu, there are some 
contact specific options, as well, under File|Actions - if one is 
highlighted.

Sounds like  your CONTACTS folder may be corrupted.

Try going to My Files, then when you open that locate the Contacts 
folder and open that.


Now you should be able to see a series of *.CONTACT files, highlight the 
specific contact you want to modify and open the FILE (ALT+F) menu and 
select OPEN or NEW, depending on whether you want to edit an existing 
contact or create a new contact you should find yourself in the Name  
E-Mail tab.


Note that if you select NEW you need to select the Contact option.
