It would depend completely on your hardware device of choice as a matter of fact.The thing is you could do for example a DEC talk like I have set it to come up talking in a DOS session booted up off of a floppy disk. It will not speak in a pre windows state unless all of it's native drivers are loaded and running such as in a DOS session. No it won't as far as I know. The Windows system contains the drivers which initiate contact between the hardware unit and the computer.
