 r1360726 adds a modified version of the patch from Olemis to add an option
 to the initenv command to stop the initial wiki pages being put into the
 database

 I changed it to a --nowiki option so that we don't need to worry about
 number of arguments logic too much. In each of the examples in comment:3,
 instead of adding 'no' to the command, you would add --nowiki where you
 want to inhibit the behaviour.

 Previous patch adds an extra argument to initenv admin command . If set to
 something different to ''yes'' then default wiki pages are not loaded at
 environment creation and initialization time . Supported scenarios
 explained below

   1. `trac-admin /path/to/env initenv Project name db_cnx vcs
 repos_path no`
  will create a new env as usual and will not add default wiki pages .
 If ''yes''
  is set rather than ''no'' then wiki pages will be added anyway.
   2. `trac-admin /path/to/env initenv Project name db_cnx vcs

  will create a new env as usual and will add default wiki pages .
   3. `trac-admin /path/to/env initenv Project name db_cnx no`
  will create a new env as usual (i.e. no repository) and will not add
