Dear David, I echo all of the sentiments below. I think that in retrospect, it was a huge mistake to take away so much CW spectrum from the General Class CW operators on 80m. I also want to STRONGLY OPPOSE expansion of WINLINK / PACTOR and any other UNATTENDED digital mode operations on our HF bands! They cause QRM and are a nuisance no matter what is done to claim that they have been cleaned up! Many of my ham friends and I confess to having missed the April 2015 QST article and your It Seems to Us page in the September 2015 issue. These articles discuss proposed changes to accommodate digital modes, while eliminating or reducing extra class phone privileges on 80 meters. Many of us have now been awakened to the ARRL´s conclusions and the proposed recommendations to its executive committee, and to the FCC. And while the door may be closed to the initial polling (only 1,000 respondents), we nevertheless feel the need for clarification, and if necessary an appeal for a reconsideration of these ARRL´s proposals. First, this may be simply a matter of clarification. I read, and then re-read both the September and April articles several times. I can find no assurance that the proposal would provide that the remaining 3650-3700 phone segment will be retained for the exclusive use of Amateur Extra Class licensees. While this may be merely an oversight, the absence of this assurance seems suspicious. A clear statement in your recap like "while the extra class phone exclusivity will be reduced by 50 kHz, the 3650-3700 segment will be protected for the exclusive use of holders of Amateur Extra Class licensees," would have eliminated much anxiety. Would you please clarify this via email and through QST as soon as possible. Next, many of us earned extra class licenses through hard work and devotion to the hobby. I earned mine shortly after incentive licensing was introduced in the 1970s. Incentive licensing is, in my opinion, one of the ARRL´s most significant initiatives. I was very proud to be awarded my new license, the extra band operating privileges, and the right to request special call signs. Many of us I am sure had the feeling that we were in the top of the class! Today of course, some of these hard earned "extras" have either disappeared or made available to a broader base of hams without that extra effort. Then there is the dropping of the 20 WPM code requirement, and the code requirement completely, etc., which further eroded the merit-based/privilege system that incentive licensing had launched. Moreover, remember that many of us are in our 50s, 60s, 70s, 80s, and so on, and we continually hear about the erosion of our other hard-earned rights in other areas of life (Social Security, Medicare, Veteran´s benefits, etc.). My recent posting to the qrz.com posting on this subject Friday rapidly became a popular topic. And discussions on nets to which I belong and among club members proved that many extras class licensees were totally unaware of these proposals. I have also received an extraordinary number of private emails since Friday questioning the ARRL´s motives, and the protection of our operating privileges. So David, would you kindly send your reply to me (via email) as soon as possible addressing the above points? Please address these specific questions: 1. Is it true that the ARRL proposal will protect exclusive Amateur Extra Class 80 meter phone frequencies (either 3650-3750, or even 3650-3700) and thus add that specific language to this proposal? And if not, why not? 2. Will you reopen this issue for further input now that a wider audience has had the time to become informed? (As of noon today, Sunday, there have been nearly 12,000 views on the qrz.com forum.) 3. When is the ARRL Executive Committee supposed to take this matter up, and where do we find a listing of the members of this committee? Thank you for your time, David. FOR SALE: Extra nice Heathkit IG-18 Signal Generator This Sine/Square Wave Audio Generator IG-18 came on the market in 1969 and was produced until 1975. The assembled version IGW-18 was replaced by the SG-18A in the early 70's. They were replaced by the IG-5218 in 1977 and was produced until 1990. They were all very similar. The difference between them is mostly about the look and color. The IG-18 / IGW-18 was brown and beige colored, the SG-18A was black and white colored and the IG-5218 was blue and white colored. In the 1/1971 issue of The Audio Amateur magazine had an article. Tests components at operating frequency-150 kc to 18 mc Large 4½" 50 ua meter-easy to read dial scales Measures Q, L, and distributed capacity of coils No special alignment equipment required-test coil and manual included Metered oscillator output for constant injection The Q meter is not just a "prestige" instrument to be dusted off each morning when opening the shop or lab. It is fully capable of performing many tasks in a matter of minutes that ordinarily require considerable mechanical and mathematical dexterity. Originally a Q meter was out of financial reach of the average service shop but now Heathkit ingenuity has brought it into line. Suspected components and parts being developed or manufactured can be tested at frequencies at which they normally are used (150 kc to 18 mc). Wide ranges of inductance, capacitance and Q will cover practically all values encountered. All indications are read directly on a large 4½", 50 microampere, panel-mounted meter. Surprisingly easy to use, the model QM-1 will take the guesswork out of your electronic efforts. The Heathkit Q Meter uses a 12AT7 oscillator with pre-wound coils to obtain the full frequency range on four bands. Oscillator output is metered to provide constant injection. A complete VTVM circuit is used as a resonance indicator, using a 6AL5 twin diode and a 12AU7 VTVM amplifier. This AM-CW Transmitter as ten tubes and uses VFO or Crystals to cover SEVEN (7) bands Some have also modified these rigs for DSB operation. The MULTI-ELMAC AF-67 "Trans-Citer" is a ten-tube variable frequency or crystal controlled seven band transmitter or exciter. All circuits are simultaneously switched to the desired band by a single bandswitch lever. Designed as a complete transmitter for mobile or fixed installations, or an exciter to drive a higher power transmitter. When used as an exciter the 500 ohm tap on modulation transformer can be used to drive the higher power modulators. DIMENSIONS. The maximum external dimensions of the AF-67 Trans-citer, excluding projections of control knobs, is 11 1/4 inches wide, 7 inches high, and 8 1/2 inches deep behind panel. Approximate weight is 18 pounds. CIRCUIT DESCRIPTION. The AF-67 Trans-citer employs a variable frequency oscillator with output on wither 1.75 to 2.0 Mc. or 3.5 to 4.0 Mc. In addition to the V.F.O. feature, two crystal positions are included for operation on two spot frequencies. Any crystal that will work straight through, double of quadruple to the desired frequency may be used. The oscillator circuit employs a voltage regulator tube to maintain the plate voltage at a constant level. The multiplier stages are broad tuned with a front panel control for peaking the final grid, insuring best performance on all bands. The audio circuit is designed to use either a carbon microphone or a low output microphone such as a crystal or dynamic. A slide switch on the rear apron on the AF-67 Trans-citer sets up the circuit for use with either type of microphone. A reactance tube modulator is incorporated in the variable frequency oscillator circuit for narrow-band-frequency-modulation. In the 50's the Lakeshore Phasemaster II, Central Electronics 10A, 10B, and 20A could operate on 160M but by the time you added a receiver they were not very compact. Also the Hammarlund HX-50 has an option for 160. I can't remember if the 100 V could get down there. The British KW Electronics KW-2000 was a KWM2 want-a-be and it could very well be the first all band transceiver with 160. Heathkit and Swan made a few 160M monobanders in the early 60's. I can't even think of an US made all tube transceiver that covered 160M though the Drake C-line could go there. The 1969 Signal/One CX7A covered but it was a hybrid. We had a 160 Meter Vintage SSB net going last year and just for kicks I operated it with a Cosmophone 35 using a Dentron 160 XV transverter. Those are NOT FCC regs. No you may use CW between 7000 - 7125 and if you are an Extra you can use it from 7000 - 7300 kHz. These are recommendations form a radio club. NOTHING more. However, ARRL has a lot of sway with the FCC and i don't want to see them destroy 7100 - 7125 any more than they already have by promoting the use of RTTY there! While 7040 kHz is a recognized RTTY/data DX frequency in the band plan, the best place for other RTTY/data activity in the US is above 7070 kHz. The committee proposes aligning the band plan with the Considerate Operator´s Frequency Guide, with wide data modes - outside of ACDS - at 7115-7125 kHz. The Guide shows 7070-7125 kHz for RTTY/data, while the ARRL band plan shows 7080-7125 kHz. The FCC mandates that ACDS be confined to the 7100-7105 kHz segment. Are you aware of the new ARRL BAND PLAN? Many of us use 7100-7125 kHz daily for CW. They want to absurdly give it to RTTY! There is plenty of space already for RTTY. This is a BAD proposal! Spread the word and also send your comments to ARRL please! Copy your local League officials too.
