This documentation was already improved through
https://git.savannah.gnu.org/gitweb/?p=autoconf.git;a=commitdiff;h=fc1fe985411216165116520b444cdeaae237b6fb

It now says
"If the binaries produced by these tools can be executed by the build system,
the configure script will make use of it in AC_RUN_IFELSE invocations;
otherwise, cross-compilation
mode is enabled."
