There is a typo in lib/autoconf/c.m4 that causes the C99 test to use the C89
test program variable instead.

Thanks for catching this embarrassing typo.  Fixed in
05972f49ee632cd98057a3caf82ebfb9574846da on trunk, and will be included in the
2.70.1 bug-fix release that I can already tell we're going to need.
