If I'm not mistaken, this instruction as well as the P=W=0 case *is* specified in the ARM ARM. I can send you a copy of my version ARM DDI 0100I if you wish. The instruction above involves addressing mode 3 with immediate post-indexed case. That case has P=W=0.
