It was added to sysdep.h (via including include/binary-io.h) and objdump.c in
binutils also specifies O_BINARY for open.  So bug is fixed.

Yes, with a dummy libdl.a (or with that version of dlfcn-win32 mentioned in
comment #1), bootstrap works.
I tried to find the cause for the -ldl adding on link, but couldn't find the
explicit point.  It might be reasoned by the fact that tcl.m4 code checks here
for uname, which is of course for candian-cross the wrong choice.

The cause here is that VERSION is an internal keyword and so lexer/yacc doesn't
catch it proper.

Hmm, issue about -ldl is strange.  It looks to me that libtool adds this
link-library.  The code in config/tcl.m4 shouldn't be active for windows-host.

Hmm, here rings a bell.  The issue is that you are using Mac OS X.  The
libiconv library has here the default for UTF-16 that it uses big-endian.

This bug was fixed (btw gcc 4.4.x is for sure the worse version of gcc for
building mingw-multilib build, as you require a lot of patches back-ported from
newer versions).
It was in fact a gcc issue, so closed this bug
