Since it was the first use of noinst_HEADERS automake chokes on it.
I guess you're supposed to put noinst_HEADERS = at the top.
Suggested fix is adding
AC_REQUIRE([AC_SYS_LONG_FILE_NAMES])
to the same prerequisites like it is in backupfile.m4.
