We don't create the lilypond packages for distributions and I think it
is not a fault of lilypond itself, so in my opinion you should contact
the maintainer of the debian package instead.

I've just upgraded lilypond to 2.16.2 on debian sid, everything is ok.
Noah is using Ubuntu:
http://packages.ubuntu.com/raring/lilypond-data

Noah, file a bug there, as I don't think that the maintainer is reading
this list
