Your probably have access directives in one place overriding access directives someplace else. Your best bet is to address this problem on the users mailing list. You are saying that using access restrictions on server-status doesn't work, and as proof you are directing us to the Apache.org web site. Apache.org does not restrict access to server-status, so that is an invalid proof.
