Allow/Deny do indeed work with virtual hosts.  Your probably have access
directives in one place overriding access directives someplace else.

Your best bet is to address this problem on the users mailing list.  If you are
really sure you have found a bug, please show us the minimum changes necessary
from the default config file to reproduce the bug.

Further investigation shows that access allow/deny commands do not work when 
you have named virtual hosts defined, but work correctly on single homed 
servers.

I'm confused.  You are saying that using access restrictions on server-status
doesn't work, and as proof you are directing us to the Apache.org web site. 
Apache.org does not restrict access to server-status, so that is an invalid
proof.  You need to check your own site to determine if server-status is 
visible.
