You need to load both mod_dav and mod_dav_fs into your Apache installation in
order for DAV to work in Apache 2.0.

Is that a configure/compile option, or just something additional to add 
to httpd.conf?  I looked but did not find a reference to a  mod_dav_fs 
in the apache docs, and I do not have any such module shared library file 
in my apache modules directory.

dav_fs is a separate module.  Add it to your --enable-mods-shared configuration
argument, then add the LoadModule to your httpd.conf.
