I could "fix" this problem with changing a BIOS setting. Befor the option
"Power Regulator for ProLiant" was set to 4 which means the OS is in 
controll. I now changed it to 1 which means the Hardware/BIOS takes care.

I have access to a similar server: HP ProLiant DL360 G5 with only one 
quadcore cpu installed (Intel Xeon E5335). There this problem does not
appear.

Install OpenBSD 5.7 amd64 on a HP ProLiant DL360 G5 with two 
Intel Xeon E5440 cpus. Then do "sysctl hw".

>Workaround:
Run an sp kernel instead of mp.
