I'm trying to prepare ubuntu for the upower 0.99 transition, and was
wondering how long till a release of cairo-dock-plug-ins would support the
new upower. If it won't be soon, which patches would i need for 3.3.2 to
 work with upower 0.99?

 Hello Jackson,

The current development version of Cairo-Dock already supports UPower 0.99.
If you want I can upload a new patched version of our plugins to support
 UPower 0.99 into Ubuntu 14.10 repos ;-)
When do you plan to upload this new version of UPower?

 Matt

I just imported patches from the development version and uploaded the new
version to Ubuntu 14.10 repos.
Our plugins now support UPower 0.99!

Regards,

Matt

Will the need a rebuild when upower is uploaded?

Yes of course, 2 plugins are using functions which are no longer available
and these plugins are currently linked to libupower-glib.so.1 which will no
longer be available I guess.
