I actually ran across the same exact problem. After looking at CakePHP's downloads page on Github, I noticed that 1.3-dev.zip was listed higher than 1.3.7.zip. I think that the confusion lies in the fact that I (and maybe others) mistook this to be a newer version than 1.3.7 and downloaded that version instead.
