echo in controller? hmm you might want to try this:

$this-response-type('json');
$this-response-body(json_encode($var));
return $this-response;

Content Type in cakephp 2.0

Setting the content-type via the response object does not work on the
server but works on the local machine. and setting it via header()
function works pretty well on both

this does not work:
public function get_operators($countryId,$packageId){
$this-Operator-recursive = -1;
$operators = $this-Operator-
find('list',array('conditions'=array('country_id'=$countryId)));
$this-response-type('json');

echo json_encode($operators);
$this-render(false);
}

This works:
public function get_operators($countryId,$packageId){
$this-Operator-recursive = -1;
$operators = $this-Operator-
find('list',array('conditions'=array('country_id'=$countryId)));

header('Content-type: application/json');
echo json_encode($operators);
$this-render(false);
}
