Maybe I should have linked to the main page of the trac site instead and
said read the last paragraph then follow the link in it to read the
reporting a bug.

Anyway I added this to the page so other will not be confused also.

 Hi,

 As a user note, we are instructed to upgrade version by upgrading
"only the 'cake' folder", thus, rendering version.txt useless. The
obvious suggestion is putting it inside 'cake' folder, or instruct
users to upgrade that file too (but we know most users will forget it
:)
