Usually on a local server you won't need to set a RewriteBase at all.

But if you do, you need to insert it directly after "RewriteEngine on"
in the 3 .htaccess files which are:

.htaccess
app/.htaccess
app/webroot/.htaccess

Where does the RewriteBase rule go usually. for a regular CakePHP
instzall on a local server..
