Delegates from all three nations attended a meeting in Vietnam's Kon Tum province last week to discuss measures to foster and strengthen multifaceted cooperation that would help the Triangle Area develop to its potential. However, report at the meeting noted that while some important targets have been met, much more remains to be done. Ten years after its establishment, the area attracted only one project funded by foreign Official Development Assistance (ODA). However, the Japanese-funded project, worth 20 million USD has been lagging behind schedule due to procedures. Besides, infrastructure projects in the area are also going at slow speed. Bounnang Bouna Seng, a representative from Laos said that transportation was the key obstacle for cooperation between the three countries in the triangle area. Sharing the Lao representative’s viewpoint, Youn Heng, Director of the Evaluation and Incentive Department under the Cambodian Council for Development said, “Infrastructure development is essential to link the regions and facilitate business activities as well as help reduce transport costs for not only investors but people in the area as well.” Regarding investment, the meeting noted that most of the projects operating in the area, focusing on agriculture, construction, mining and hydroelectric power, have been invested by Vietnamese firms. Vietnamese businesses have invested in 25 projects with a total registered capital of 1.4 billion USD in the four provinces of Modunkiri, Strung Treng, Rattanakiri and Kratie in Cambodia. In the four Laotian provinces of Attapeu, Saravan, Sekong and Champasak, Vietnamese enterprises have 50 projects worth a combined registered capital of 1.65 billion USD. Meanwhile, enterprises from Laos and Cambodia have invested in seven projects with a total investment capital of nearly 200 million USD in five provinces of Vietnam – Kon Tum, Gia Lai, Dac Lac, Dac Nong and Binh Phuoc. The three countries have cooperated with each other to prepare an industrial development plan for the CLV

SIWARAK CHOTHIPONG: Yes, I really appreciate his [Hun Sen's] kindness and help me and let me go out. And I very very appreciate for the kindness of your highness, his majesty of the kingdom of Cambodia that have given me a chance to go back home. COCHRANE: Koy Kuorn, spokesman for Cambodia's Foreign Ministry, says the Thai man is a small player in a wider game. KOY KUORN: The former Thai spy is the victim of the Thai embassy in Phnom Penh, because he was ordered by the Thai embassy to do the espionage. And normally embassy receives the order from the Ministry of Foreign Affairs or the government. COCHRANE: Koy Kuorn denied there was political pressure to have the man released. KOY KUORN: This is the right of the King, the King grant the royal pardon to him. COCHRANE: But Son Chhay, a member of parliament for the opposition Sam Rainsy Party, called it strange that while previous requests for royal pardons have taken months or years, this politically sensitive one was granted within a week. SON CHHAY: I think the King has no say. He only did what the Prime Minister want him to do. COCHRANE: The spokesman for the Ministry of Foriegn Affairs said this case did receive some special treatment - in that not all prisoners receive their official letters of pardon at the home of the Prime Minister. KOY KUORN: It's just only occasional, just occasional - like this case. COCHRANE: It's a case which has added to the already strained diplomatic relationship between Cambodia and Thailand. In 2003, rioters burned down the Thai embassy in Phnom Penh, and this year saw sporadic clashes around the Preah Vihear temple on their shared border. So last month, when Cambodia made Thaksin Shinawatra an official economic advisor, Thailand withdrew its ambassador and Cambodia followed suit. The spokesman for Cambodia's Foriegn Affairs Ministry says Thaksin did not request the pardon, that came from the Pheu Thai party, the successor to Mr Thaksin's now banned political party. Koy Kuorn played down the effect the spy case might have on diplomatic relations. KOY KUORN: It's just not relevant to each other. It's

Hi P'aun KC, Good for you to stop giving money to sick indivuals like that...You may want to visit them and tell them off. But if you are going to Cambodia, here are some tips... This is what most Cambodians inside Cambodia expect from the overseas Cambodians, this includes Cambodian officials, politicians and common people. You have to pay for their meals, room and board, gasoline and other expenses. Everything will be mostly on you. If you bring a group of family and relatives touring with you, as expected, you will have to pay for their expenses as well. You don’t need to invite them; they will invite themselves to go with you. If you need to visit your relatives and friends in rural areas, you are expected to hand out some contributions. Cash is preferable. Just make sure that you don’t “Kapp Ko Kandal Phsar.” Expect also that everyone will ask you for some kinds of medicine. Everyone will tell you that they are somehow sick. If you give a couple of tablets of headache medicine, for example, to one person; expect more people will come to you for the same illness. If you happen to invite an official or a politician to go to lunch or dinner with you (I hope not), you will also be expected to pay for his spouse, friends and colleague. That is not all; you will also need to pay for his chauffeur and bodyguards. Usually, these people eat and drink more than you and your guests. Expect two or more bills at the end of your meal. Don’t get caught in an embarrassing moment when you have to dig deep into your pocket for nickels and dimes. Tipping is also on you. It is suggested that you give tips directly to your waiters or waitresses when the owners are not present, if you give it to the owner, the tip will be kept by him/her. The best part is that if any officials or politicians come to the U.S., You are expected to do the same things. Go figure! Lenny, There is no system in place to safeguard environments or to enforce public health issue. Cambodians just throw garbage anywhere they please. They urinate or take a dump at any space they want and left it unburied. Most households don’t have any kind of “outhouse” available. You just have to watch you don’t step on their droppings in their backyards. Try to eat lunch or dinner without being devoured by flies and other kinds of insects. Then, you wonder why nearly all Cambodians are somehow unhealthy. I don’t think it is because of poverty, I think it's just plain carelessness, laziness and the lack of law enforcements. Where I live, I would be served with plenty of summons, if rubbishes are found around my home. No still water can be left in the back or front yard. You will lose your shirt if you are found urinated in public. It’s a shame for me to say all of this, because I am one of Cambodians, too. Hi Lenny, Thanks for your reply. Working doesn't mean that one must be employed. I have been to Kralanh and Samrong and I know that the people are destitute, there. But, many people have so much free time that they can turn your contributions into gold with a little effort, if they want to. However, many people chose to sit around and do nothing, not even planting some household vegetables to feed the family. They would rather go to the market to buy things that they can produce themselves with little effort. Some don't even clean their home, backyard and or front yard and they rather sit around with garbage all over the place. Many would rather spend time playing card and singing Karaoke in the nearby shop. That is what I call abuse. I used to do the same thing like you do by funding monthly money to support my siblings, nieces and nephews; but much of the funds had been gone with the wind. I stopped! Realizing that they had no choice but to work for the money, then everyone started to work harder and now they are self-reliant and I will only help them when they can prove that they want to help themselves first. On the other hand, most Vietnamese and Chinese are working real hard for their money. They work hard from collecting cans, fishing, growing fruits and vegetables, selling all kinds of products and they don’t expect any handouts. They would risk their life to come into Cambodia for such an opportunity to work the land. Many of these individuals, except the newcomers, were in the same Pol Pot regime and yet they have managed to rise from poverty quicker than most Cambodians. We need to change their mentality from being sluggish to energetic and stop depending on others to feed them forever. In this competitive world we cannot have both free time and money at the same time unless you were born with a silver spoon in your mouth. Cambodians can become self-sufficient like any other people in the world, but they must work. Maybe it’s time for the world, country of donors and politicians to stop “giving them fish, but teach them how to fish”… and let them fish or be starved. Many of these individuals, except the newcomers, were in the same Pol Pot regime and yet they have managed to rise from poverty quicker than most Cambodians. We need to change their mentality from being sluggish to energetic and stop depending on others to feed them forever. In this competitive world we cannot have both free time and money at the same time unless you were born with a silver spoon in your mouth. Cambodians can become self-sufficient like any other people in the world, but they must work. Maybe it’s time for the world, country of donors and politicians to stop “giving them fish, but teach them how to fish”… and let them fish or be starved. Hi Lenny, You are caught in the never-ending support to these people. $100.00 a month falling from the sky is very helpful for any family, regardless of its size. Many people are breaking their back for $50.00 (of some 60 hours/week hard-laboring work) in a factory. While I appreciate your good intention, I think you do more harm than help by not teaching these people the values of hard work. I doubt that you can get this $100.00 from a Canadian tree; you work for it, don’t you? KR Trial and the Telephone or Chinese Whispers
Watching the Khmer Rouge Trial on television makes me think that the dialogues in the KR courtroom, through translators, between different languages, Khmer, French and English, has the same result as the game called the Telephone or in some parts of Europe as the Chinese whispers. It also reminds me about a Khmer folktale known as K' Aek muoy chea K'aek dobb (one crow =10 crows) where the errors typically accumulate in the retellings, so the statement announced by the last person differs significantly, and often amusingly, from the one uttered by the first. Different Khmer Rouge's terminology, Khmer slang and expressions used by Kaing K. Iev or Duch didn't just make it very difficult for Cambodian translators to communicate with foreign judges but they also bewildered some younger generation's Khmer judges and the people in the courtroom and made them feel and look stupid. Duch's Command in Cambodian language, especially KR's terminology and Khmer expressions also makes Duch, a Khmer Rouge killer, feel and looks far superior to his interrogators. Is this trial is worth $170 million dollars? A agree with Theary Seng. There are more pressing issues for Cambodian people and Cambodia to deal with at this time. PM Hun Sen is known for his tongue slipping, sometimes intentionally, during his many speeches. There are no excuses for that. But, if everyone is looking to sue him for what says and has said, then Cambodian courtroom would not have enough space to store lawsuits. Ms. Mu Sochua, on the other hand, has made it known that what PM Hun Sen said was offensive to her and to Cambodian women. Everyone may agree with her up to this point. What I find it childish is for Ms Sochua to put her integrity and the integrity of Cambodian women to be equivalent to 500 Cambodian riels. This may be perceived as a joke by many people and only give ammunition to PM Hun Sen to strike back. Cambodian women’s integrity, if Ms Sochua truly wants to fight for, is worth more than 500 Cambodian riels to be framed and hung on her office wall. However, one must understand that in Cambodian politics, politicians always seek for an opportunity to create some “special events” to score some political victory. It may have little things to do with the real issues.
