I totally agree with this posting and would like to repost it.  I have
spent more money on CISCO certification study, materials, preparation,
practice exams, classes then I did on a four year college degree!  I took
the CCIE written and am close to taking the lab again!   This is indeed
very troubling!  Martin if you would agree I would like to repost your
comment in its entirety on my my blog.drvoip.com which reaches a very wide

It's a problem with the setup, not the config (I asked the same question a 
while back). The CCM doesn't see that UCCX was installed. Execute this command 
on the PUB CLI and you should see the IPCC pull down in the user pages appear 
(and see IPCC as installed under Enterprise Parameters): 

run sql update processconfig set paramvalue="T" where paramname like 
"%nstalled"

Is Active Directory Integration (CUCM & CUE) a testable topic in CCIE voice 
lab? It is not mentioned in CCIE Voice Lab Exam Topics or CCIE Voice Lab Exam 
checklist.

Your config is ok ; There should be a network problem between phone & CUCME.
