the 1 is for LD. National has nothing to do with it. Both calls are
national.
7 (or 10 digits) are considered local.
1 (LD) - 312 (Area Code) - 555 (CO Number) - 1212 (DID)
Local - 3125551212
Local - 5551212
LD - 13125551212
