You can create a he transcoder, create an MRG and put it in Br1 MRGL

Would interpret it as the transcoder should be assigned to to the MRGL of
all Site A devices

I say leave it in no mrg - Site A devices can use it, as can all devices. The 
question doesn't say ONLY Site A devices should be able to use the transcoder.
