I used to use Coova Chilli http://coova.org/CoovaChilli for that.
But you still have to setup all the AAA (FreeRadius+DAtabase).

squid should be able to do this...

I haven't explored it further, but ipcop (www.ipcop.org) is an excellent 
gateway/proxy specialized distro with captive portal plugin.
