Of course, and you know that. Announce goes out when most mirrors *should* 
have it, not earlier. But some may still not have it.

is a mirror check cycle, and it did go through for this specific update.

 Also, is there some reason behind the package name/numbering going from:
 java-1.6.0-openjdk-1.6.0.0-1.21.b17.el5
 to
 java-1.6.0-openjdk.x86_64 1:1.6.0.0-1.22.1.9.8.el5_6

not sure where you are looking, nothing from this end has changed.

Everything is fine now, but after seeing the email I tried to update 
several machines in different locations (some near Chicago, some near 
San Francisco) and only one found them.

It just seemed like an odd change in the package naming but I suppose 
you are just passing through the upstream change.  I did copy that from 
the wrong place,though - before the update the package is:
java-1.6.0-openjdk-1.6.0.0-1.21.b17.el5
and after:
java-1.6.0-openjdk-1.6.0.0-1.22.1.9.8.el5_6
