Peter, An email account is going to be an issue for your ISP (yes... likely through the control panel). While mura stores emails for various things it is not really "hosting" solution. It doesn't have things like datasource configuration, FTP accounts, email accounts and the like. If you are just asking how to setup email in general then your client needs to use their hosts control panel to so this, Mura us a CMS. If you are asking how to provision Email via the CMS in general and plan to write your own module to do this, then you will need to use an API. I would suggest you set your client up on Google Apps and use the Google Apps API.
