 SELECT * FROM ORDERS 
 WHERE SUM(SubTotal + Shipping) = #FORM.TotalCharge#


Maybe you mean

 SELECT * FROM ORDERS 
 WHERE SubTotal + Shipping = #FORM.TotalCharge#

?

While I am not sure what exactly your code is supposed to do, I 
do think you need to look up HAVING in the manual.

have you tried something like this

select yourcolumns
from orders
group by yourcolumns
having sum(subtotal+shipping) = #form.totalchange#
