You can use the actual  functions built
into CF:

Month(myDate)
Year(myDate)

If you need a 4-digit Year:
DateFormat(myDate,"")

In CF you could use the DateFormat() function and put a mask of just mm or
 for each of the compares. In SQL you could use the Month() and Year()
functions for the respective compares.

Then use the two vars myMonth and myYear to compare.
