It is usually good advice to not reinvent the wheel, but there is a place for new projects. Sometimes you want to roll your own ticket system and I have done that for a variety of reasons such as flexibility or integrating with a code base. If it's just issue tracking you are after and not so much project management, Jira is really overkill and IMHO overly complex to setup and manage anyhow. PivotalTracker might be something to look at if you are looking for something similar in the project management arenas. It is geared towards Agile, but could be used for more traditional PM. If just issue tracking is the goal, Trac or Redmine would be a good simple ways to go. Trello is a pretty awesome free organization tool that may be of interest as well. Jira is a very big and full featured Enterprise ticketing system, I am sure it is $10 and not $20 for 10 users and was introduced a few years ago to help get smaller teams get into Jira and other products. The whole $10 goes directly to a charity, don't recall it off the top of my head, so Atlassian doesn't even make money of these community versions. If you feel inclined you're more than welcome to try and reinvent the wheel and try your hand at your own version. People should realise that CF is good for what it does and it's a shame tools like this don't exist, but not everything needs to be written in CF, especially when there are already good tools out there that do a far better job than you can ever try to compete with. You will be hard pushed to find anything written in cf, all these days, all the half decent apps were abandoned years ago and no longer supported our the site is long dead. I did it once a while back using session variables to set the location I wanted at any given time. I wasn't thrilled with the solution, but it worked. If you dont have money you should check out something like CVS (there are many freeware version s and clients for most OS's). If you have MS Visual Studio use VSS, it you have allot of money use Star Team. Frankly if you are not using at least CVS for version control then you might as well not even use anything in my opinion.
