If I were you I'd look for some Open Source CD-RW software , that has been
ported to Windows. That will give you the most options..

Try , freshmeat.org and gnu.org etc..

This would be a simple matter of controlling a COM object.  If there's
already a burner app (like Adaptec Easy CD) installed, you may be able
to tap into it's objects.. otherwise, it wouldn't be too hard to tie
into the ASPI drivers with your own solution.

You may want to look for any COM objects or something like that.  By the
way, a local (to me) company in Fairfax, VA musicmaker.com just got
liquidated the other day that did this very thing.  However, I am not sure
if they used CF in their site and whether the CD Burning was an automatic
process or not.  They allowed users to select different songs and make a mix
cd, which I thought was a pretty cool idea.

How about just making sure a CD-R(W) is in the drive and using CFFILE 
CFDIRECTORY to manipulate files on the drive, assuming you could create a
map to that drive.
