Sam, Are you talking about the FLSA (Fair Labor Standards Act)? That sets overtime pay standards for hourly workers and has maximum pay limits for salaried professionals. The minimum salary the law is referring to is the maximum pay per hour of a salaried worker broken down (including benefits) that has a right to claim overtime from their employer and is protected by federal law.
