i guess this depends on what GIS mapping means to you. but
if you don't want to maintain any data, try one of the webservices like
esri's http://www.esri.com/software/arcwebservices/index.html dead
simple to use. if you have the data can maintain it, plenty of choices
but i prefer these two: esri's arcims and univ of minnesota's mapserver
(backed postgreSQL postGIS).
