What is the site doing? What does controlling https within CF mean?

take a look at the email that I sent to 
Mak Wing Lok in regards to forcing https
if there is a cert present on the current
connection.

I'm not sure I understand what you mean by controlling https within CF. If
you just mean making sure that the user uses an HTTPS request instead of an
HTTP request using conditional logic, well, there isn't much to say about
that. For most of your CF development, whether you're using HTTP or HTTPS
doesn't make much difference to your CF programs.
