You can use CFSchedule to hit other sites. But couldn't you prevent that by asking that all scheduled events pass by the webmaster for the hosting site and have them actually create the event. Not sure if that can be done (schedule in the Admin page but not by CFSCHEDULE). If the admin were involved, they could disallow any events deemed harmful. But to outright deny any kind of scheduling seems paranoid to me. Any other hosting sites that allow scheduled events either by CFSCHEDULE and/or by request via the Admin page?
