That is odd - Window>Preferences then CFEclipse>Editor and check "Show line numbers" should do it for all cfml/cfm/cfc files. Toggling the gutter does not toggle the line numbers. There is a separate toggle for that. If you enable the "Editor toolbar", you should see the extra button for line numbers.
