I'm in the process of writing one right now based on the excellent (but not perfect) PHP based PHP2BB forums (www.php2bb.com). I did complete the BBML parser however - I'm pretty pleased with it. I don't know how it works in the areas you are discussing but we've used Snitz Forums a few times and even though its an ASP based product it is extremely good. From memory there is an Admin option where you can configure how it deals with revisits.
