I really hate them, but Yahoo! stores are probably the best free ones that I have run across. I know that sounds like an oxymoron of sorts, but considering your requirements, I would say they are one of your best choices. Well, it's only the cart side of things but I use it for some customers that want to build their own pages, and sometimes build a catalog system with admin & integrate with Mal's E (www.mals-e.com).
