I'd assume for the same reason you would need to know javascript when
developing for a browser. Since all the cool stuff is client side in
the Flash plugin, actionscript is probably even a more necessary
skill. But I guess like now with browsers, a developer could get away
without knowing javascript...so the same reasoning may apply to AS.

Besides that, one of the rumors about Flash 7 is that AS 2
is one of the new features...
