the default IE icon to the menu list,
does anyone know exactly how this is done?

yeah. Its a file called favicon.ico that you store in the webroot. Your
browser will look for it and do exactly what you said.

There is a freeware program called Irfanview that lets you save graphics as icon 
files.   I cant seem to get to the site (http://www.ifranview.com) right now but 
Tucows has it.

I have used a program called microlangelo (i think).  It was a free trial for 30 days 
or so, got from download.com.

It was a good program, but of course you do need some level of skill to make an icon - 
more than I have.
