Drill them both out with the proper bit so you can tap them to 3/8 and

Working on the underside of my '70 this winter and in replacing some 
parts I noticed the threads are stripped out on the frame for one of the front 
sway bar brackets on my '70.  Can't get the bolts back in.

What is the best way to fix this problem?

Is the frame thick enough for Heli-Coils?  Better check before you try  that. 
  It needs to be at least 1/2"  for them.
