Sound from cluster area for me has allways ben speedo cable.usually lubing
will fix..Most cables I'v seen pull out of sheath from top after clust has
ben removed.Clean and lube.

Dude,600bucks is will [freshin]that motor or be a good start on a
rebuild.Easy test 1-does it use oil?2-does it smoke or knock?3-blow by from
oil fill cap?no-no-no,then the engine prob. ok.,Lot of satifaction from
doing it your self and 1/2 the cost.Lifter noise?I did get an1968 engine
that had a 1966 cam installed.See under valve cover while running.Oil
flowing up push rods to lube and cool rocker arms I think would indicate
good oil pressure to lifters[it is hydralic?]by the by,I bought the chevy
roller rocker arms from chevy PN#12361323,All BB owners should try I could
feel more power [seat of pants] reved cleaner and less wear on canted
valves.Does require tall valve covers.One gut I know did use the "NEW" valve
covers but,had to grind down top of poly locks.

I use  a cordless drill to run speedo and there by checking cluster. A
pocket screw driver in at trans.where speedo cable goes should not turn if
wheels are not.

    Since I've been 
having problems with starting my 69 SS, I've decided to replace the 
starter.  I've been told to go with an Ac Delco brand.  My 69SS is 
a 396 but the guy who rebuilt my engine, told me to get a starter for a 70SS 
454 because some part is metal instead of aluminum.  My problem is no 
one in my area has this starter.  Advance Auto Parts shows a listing 
but that it is not available. 
    Is there any 
other bands that are just as good or does anyone have any suggestions on 
where to buy this starter.  Thanks.

water pump, fan clutch and shroud. Has gone from 230 plus at idle to a 
steady 210 with 180 degrees on the road.
I want to add a Spal Pusher fan. My question is which one ?
Do I go with the Spal 16 inch pushing 1920 CFM with 17.4 amps, or go with 
the
Spal 16 inch pushing 2360 CFM at 21.6 amps.
I have the original alternator in the 67 Chevelle SS. I do not have a 
stereo, AC, or power supplies. Will I have to upgrade the alternator.
Note:  We conducted a test. With the 67 SS idling for 30 minutes it 
went up to
210 but stayed there. We used a floor fan pusing air through the radiator 
and it dropped to 185 degrees.

hood off.I don't have one but the ones I'v seen open when the engine is turned 
off.This tells me its manifold vacuum.See if you have vacuum right at the door 
on the hood when at idle.Does it open when unpluged at 
door?No?mech.problem,Yes?vacuum problem or secondaries are not opening?But don't 
loose the cool,unique and rare option.

I assumed the cowl vent was open all the time and 
not shut all the time; although the poster didn't specify which.  
May be a bad assumption on my part (?)  Being open all the 
time would be an indication of no manifold vacuum at the valve to close 
it under normal driving conditions or when at idle. I don't know the vacuum 
hose routing from the flapper valve but the line may be pinched or the valve 
is bad.  Since you would normally have 14-18 inches of vacuum at idle, 
that should be more than enough to close the flapper valve.  I would 
assume it opens at somewhere between 5 and 10 inches of vacuum when you nail 
it.
 
Whether this has anything to do with the carb 
secondaries I would doubt since they're operated at the carb via the spring 
- unless the carb has recently been rebuilt and not put back together 
properly but I think they're be a sucking sound you could definitely 
hear.  Unless you can feel when the secondaries open under a load at 
WOT, I don't think you'll see them open just winging the engine while you're 
watching it.  And I sure hope you're not testing it like two guys I 
read about that got stopped in a car with the hood off.  One guy was 
sitting in the engine compartment to verify the secondaries were opening 
while the driver was hauling a$$ down the road!

  that's what I've always thought but I think the cowl induction system 
  works manifold vacuum drops - as in when the throttle is punched wide 
  open. My understanding is that vacuum is what keeps the cowl closed - 
  that's why is snaps open when you turn off the motor. I am not a mechanic 
  and could be wrong about all this - but the logic of the system seems to 
  indicate this is how it should work.

I wouldn't think so it'd be possible to generate 
too much vacuum.  Both my cars (396 and 327) pull about 17/18 at 
warm idle, 15/16 cruising at steady throttle and jumps to 24/25 range 
when decelerating.
 
You problems sound like lack of vacuum - bleeding 
off somewhere.
