No, it was like that when I bought the caralso trhe one I bought at the swap meet was the same way...no back flapper up top.

Did you remove it?  My 1406s (1 on the truck, 1 parts carb) have
counterweighted secondary air valves that sit above the secondary throttle
blades.  The valve is apparently sensitive to engine vacuum but
non-tuneable unless grinding metal off the weights is an option.
