Vernon, The grill on a 64 Chevelle is stamped 
anidized aluminum.
To polish you frist need to strip off the 
anidizing. Acid ,easy off oven cleaner ect. But , then the fun begins . Eastwood 
at
eaastwood.com has polishin fobs and buffers  
to do the job. and it is an extensive and time consuming job.

use a machine called a Baldor. You can buy one and the buffing wheels from
Eastwood. I'm sure other places sell them as well. For tight areas, you can use
