I think Eric is correct. I have/had a set of these heads and they
were peanut ports. Great for pulling stumps but done by 4500. A nice
set of 781 or 049's sure would fit the bill.

Al-  Try going with Comp Cams, somewhere about
280 degrees duration.  I am running a solid roller 292 in a 454 with rect.
port  heads.  I ran a 292 flat tappet in an oval port motor a few
years ago with good success, but don't want to lead you on.  It had decent
low end and pulled hard up high, probably more than needed. My book does
not touch on your heads.  What are they?  I was working with large
oval ports, mildly touched up.  Those combined with a 427 with 3/8 rods and
about 11:1 compression put me at solid 13.3s in the quarter with a close ratio
muncie and 4.56 gears on slicks.  Should have done much better.
Clutch was slipping bad once slicks went on.

Are the stock pistons ok? If so,why not keep them
and spend the money on some good headwork or even some World Merlin oval port
heads, instead? If it were me doing the build-up,I would try to stay away from
compression ratios that require premium fuel. The difference between a 9:1 and
10:1 compression ratio is probably less than 20hp/20ft lbs tq.
Tell us more about your combination. What
transmission will you be using? What rear gear?
Not familiar with those #360 head castings. Can
  anyone offer their input?

Well the wife gave me the ok to rebuild the 454 I want to get as much
hp as possible will be going with Forged Dome, 4.250 or a little more in
10to1 or better I would like to go with a  Lunati Voodoo Cam
or some thing similar (((looking for some suggestions)))
any help would be great especially with some one that has done a 454 build
up before. I am trying to save some guess work. I am no stranger to building
engines. I would like to get the right combo the first time around if you
know what I mean.

can I get 400 to 500 hp out of
these heads casting #14092360 I am rebuilding my 454 and the budget does
not allow for replacement heads yet. thanks for your input.

I checked one of my books and it says this head is off an 86-88 truck; it
is an open chamber oval port.  I don't know for sure but the intake
ports may be the "peanut ports".  If they are the small ports, I would find
a different set of heads.  As for production heads, the 049 heads are a
great open chamber oval port and do well in a street engine and would reach your
goals easily.  Like the others advised- look at the package as a whole
and keep in mind that horsepower comes from the heads and how much air they can
move.

Good luck with your build.

I agree with Clint. Maybe we can help you save money
and my world products heads are the best. It's always
good to save where you can and spend for heads and
perhaps a little "bowl work", as it were.
