Upon further investigation of the service manual, I see that there is supposed to be a "equalizer support cable" on the right side to pull the E-brake cable across the transmission mount area. I don't have this part either, which explains why there was so much slack in my intermediate cable (aside from it being kind of chewed up). So, if anybody out there thinks they have that clip, please see if you have this cable as well. Otherwise it's time for me to start calling my favorite junkyards.
