There is a spring 
contact on top of the turn signal switch that makes contact with the horn ring. 
This is the canceling cam that is round and plastic has one r two brass rings on 
the underside. Steering wheel fits over top of this. There is a brass 
button that is spring loaded that fits down in the steering wheel and has a 
plastic tube with locks into the steering wheel. The other end had a female lug 
connector that attaches to the horn button ring. Hope this helps. If not and you 
can take a digital picture and e mail off list with those I will look and see 
what I can do for you.

 well, if you are not missing parts you are in good shape, I'd start with
my
 multimeter checking connection, trouble shoot the entire horn system from
 hot wire to steering column then on to the switch (horn button) .
 also check for a good ground, bench test the horns and check the relay. it
 has to be one of those.

I dont think yours is  the same as on my '70, but on mine there is a plastic ring with 
a brass backing plate on the back (I dont remember where that backs up againgst) and a 
wire that has a spring that locks into it and that assembly goes on the steering 
shaft. The wire then connects to the horn button. Clear as mud?
