This was chevys cheap fix in the late sixties a broken motor mount could make the motor torque causing the throttle to bind possibly causing a car crash or run amok I own 2 or 3 of them. I see them go for between 15-35 bucks on ebay all the time. there are several different versions. Yes, a piece of chain would do the same thing.

If you're looking at them from a "restoration" aspect 
(or just a neat conversation piece), I'd go for it if they're not too 
expensive.  You'd also have to find a pair of non-locking mounts to make it 
"authentic".
