Why can't a list of x (e.g. 10) closed tabs be stored in memory (for as

incognito session is open), instead of to disk?

The point of incognito mode is that we don't store any information to disk.  
That way
you don't have to worry about something unexpected appearing on your new  
tab page in a
meeting. If we stored closed incognito tabs we would break that assumption  
and
incognito mode would be less useful.

I miss having this (and the New Tab Page in general) while in Incognito  
mode.  I can
also see why one might NOT want Incognito tabs listed/reopenable, though.

Times like this, I wish there was a setting to automatically clear browsing  
data on
exit (e.g. everything, or only for the current session).  You'd get  
inter-session
privacy without sacrificing intra-session functionality.

What steps will reproduce the problem?
1. Open a tab when incognito
2. close the tab
3. Perform the Ctrl+Shift+T command

What is the expected result?
The recently closed tab re-opens

What happens instead?
Nothing

Please provide any additional information below. Attach a screenshot if
possible.

It's probably due the fact that history isn't stored, but surely it's
possible to keep an in-memory list of recently closed tabs?
