Just now on CNN, Air Force Col. Sam Gardiner (Ret.) said, "We are 
conducting military operations inside Iran right now. The evidence is 
overwhelming."

Gardiner, who taught at the U.S. Army's National War College, has 
previously suggested that U.S. forces were already on the ground in 
Iran. Today he added several additional new points:

1) The House Committee on Emerging Threats recently called on State 
and Defense Department officials to testify on whether U.S. forces 
were in Iran. The officials didn't come to the hearing.

2) "We have learned from Time magazine today that some U.S. naval 
forces had been alerted for deployment. That is a major step."

3) "The plan has gone to the White House. That's not normal planning. 
When the plan goes to the White House, that means we've gone to a 
different state."

Is SPP an 
Executive Branch Coup d'Etat? 
Secretary of Commerce Carlos Gutierrez has declared advancing the 
Security and Prosperity Partnership of North America to one of his top goals, 
writing in a letter archived on the Department of 
Commerce website that “I have made the SPP one of my top priorities and will 
utilize the talents and expertise of the people across the Department of 
Commerce to ensure the SPP is a success.” 
Secretary Gutierrez began his letter with obvious enthusiasm: 

  I would 
  like to bring your attention to an exciting new initiative that is a high 
  priority for President Bush, me, and the entire Bush Administration: the 
  Security and Prosperity Partnership of North America (SPP). This initiative 
  was announced on March 23, 2005, by President Bush, President Fox of Mexico, 
  and Canadian Prime Minister Paul Martin. It establishes the framework under 
  which the three countries will seek to create a safer and more prosperous 
  North America over the coming years. 
Secretary Gutierrez next laid out an explanation of how “security” and 
“prosperity” fit together, using language that carefully replaced reference to 
the United States of America to language embracing the concept of “North 
America” as an economic and political reality. 
First, 
Secretary Gutierrez addressed “security.” 

  The SPP 
  is built around the two, complementary objectives of greater security and 
  prosperity. In the security sphere, we will aim toward a common security 
  strategy focusing on: 
  
Securing 
North America from external threats; 
Preventing 
and responding to threats within North America; and 
Streamlining 
the secure and efficient movement of legitimate and low-risk traffic across 
our shared borders. 
  Then, Secretary 
  Gutierrez logically moved to “prosperity.” 
  In the 
  prosperity sphere, the countries will focus on: Improving 
  productivity; 
  
  

Reducing the costs of trade; and 

Enhancing the joint stewardship of our environment, facilitating 
agricultural trade while creating a safer and more reliable food supply, and 
protecting our people from disease. 
This 
tautological language was designed to present objectives that looked obviously 
reasonable and important, almost Orwellian in their crafting. It takes attention 
to detail to note that the security and prosperity definitions virtually demand 
our borders with Mexico and Canada be erased, all in the interest of 
“streamlining,” “shared borders,” and “reducing the costs of trade,” all the 
while protecting our environment, our food, and our health. 
The 
critical part of Secretary Gutierrez’s letter came next, however, when the 
Secretary of Commerce explained how tri-lateral cabinet-level working groups 
would be created in the three governments with a mission to rewrite a broad 
array of administrative laws all to be accomplished strictly within the 
executive branches of Mexico, Canada, and the United States. 
Secretary Gutierrez enters the discussion by bragging about the 
importance of the role he is assigned to play: 

  Organizationally, I am jointly responsible for the economic, or 
  prosperity, component of the SPP, with my Canadian counterpart, Minister of 
  Industry David Emerson, and my Mexican counterpart, Secretary of Economy 
  Fernando Canales. Secretary of Homeland Security Michael Chertoff, jointly 
  with his Canadian and Mexican counterparts, is responsible for the security 
  component. Secretary of State Condoleezza Rice, jointly with her Canadian and 
  Mexican counterparts, will ensure that the two components are integrated and 
  that the SPP advances our strong relations with Mexico and Canada. 
  
This 
explanation of how the “working groups” were to be organized and managed proved 
to be more detailed even than the explanation given on SPP.gov, the website 
Secretary Gutierrez created within the Department of Commerce to manage this new 
“tri-lateral initiative.” 
Nowhere in the letter does Secretary Gutierrez make any reference to the 
U.S. Congress. Instead, he invites inquiries to Geri Word who works within the 
International Trade Administration (ITA) office of the Department of Commerce, 
giving out her phone number as 202-482-1545 and her email as [EMAIL PROTECTED].

Partnership (SPP), which 
President Bush signed with the head of both the Canadian and Mexican governments 
on March 23, 2005, in Waco, Texas. At the same time this agreement was signed 
supposedly to improve the security and economic prosperity of each of the 3 
nations, a Council on Foreign Relations (CFR) report, "Building a North American 
Community," not coincidentally was being prepared by Robert Pastor (U.S.), Wendy 
Dobson (Canada) and Luis Rubio (Mexico). And in this 100-page report released 
May 2005, one finds plans for a North American Union by 2010, with its own 
court, legislative body, executive commission, Customs officials and currency 
called the Amero. 
In case you think this idea 
came from nowhere, the following background or timeline should prove 
instructive: 
1) July 1792---AMERICAN MUSEUM 
publishes Philip Freneau's warning to Americans about how their Republic could 
be undermined by the power elite. For the first half of the 1800s, the power 
elite will devise ways to break up the U.S. 
2) 1863---The historian Motley 
writes a letter to THE LONDON TIMES describing "the ultimate object of the 
conspirators...to establish a Gulf Empire" including the southern U.S. and 
Mexico. 
3) November 21, 
1864---President Lincoln writes to William Elkin of his great fear that the 
power elite is working "until all wealth is aggregated in a few hands, and the 
Republic is destroyed." Lincoln is assassinated within a few months. 
4) 1891---Cecil Rhodes forms 
his secret Society of the Elect "to take the government of the whole world." His 
Association of Helpers (AH) forms Round Table Groups from which comes the CFR. 

5) October 27, 1908---Alfred 
Lord Milner, who implements Rhodes' plan, writes to Canadian AH member Arthur 
Glazebrook : "I think every member of your body should feel it's his principal 
business to influence as many people as possible who are not of it and who do 
not know they are being influenced." A half century later, Rhodes scholars will 
surround Canadian Prime Minister Lester Pearson who, according to William Frye 
in A UNITED NATIONS PEACE FORCE, will be "the author of the U.N. Emergency 
Force," which would grow to have a collective security function. 
6) 1942---P.E. Corbett, 
Canadian AH member, authors POST-WAR WORLDS calling for "a world association 
binding together and coordinating regional groupings of states (that) may evolve 
toward one universal federal governmentWorld government is the ultimate 
aim...(with) common economic agencies for advice and control...an Economic and 
Financial Organization, embracing Trade, Development, and Migration Commissions, 
and a Central Bank. The functions of these institutions...would be to regulate 
the production and distribution of raw materials and food, control the flow of 
inter-regional investment and migration, etc." 
7) 1952---World government map 
prepared by World Association of Parliamentarians for World Government shows 
Chinese (Mongolian) forces will be policing in Mexico. Under the SPP, there will 
be a TransAmerica highway running from Mexico to Canada, splitting the U.S. 
Chinese containers from ships will be offloaded in Mexican ports (avoiding 
American Longshoremen) and trucked by Mexicans (avoiding American Teamsters) 
through Kansas City where the only inspection will be performed by Mexican 
Customs officials in Kansas City. 
8) 1953---Ford Foundation 
president H. Rowan Gaither will reveal they are under White House directives to 
have a "comfortable merger" between the U.S. and USSR. 
9) 1953---John J. McCloy, 
agent of the power elite, becomes chairman of the CFR until 1970. From 1958 to 
1965, he also will be chairman of the Ford Foundation. 
10) 1968---The Hispanic 
organization, the Southwest Council of LaRaza Unida, is created with a $630,000 
grant from the Ford Foundation, which supports the movement to bring massive 
numbers of Mexicans into the U.S. From 1968 to 1992, Ford Foundation grants to 
radical Hispanics totaled over $31 million. And according to Henry Santiestevan 
(former head of the Southwest Council of LaRaza), "It would hardly be an 
exaggeration to say that the Ford Foundation is the Chicano movement." 
11) 1972---CFR member Lester 
R. Brown (1991 Humanist of the Year) authors WORLD WITHOUT BORDERS and writes in 
the LOS ANGELES TIMES (November 19, 1972) about the need for countries to 
"sacrifice a measure of sovereignty." 
12) April 1974---The CFR's

GLOBAL INTEGRATION

At the end of Part 31 of my 
series on "Mental Health, Education and Social 
Control," I referred to the goal 
of global "integration" on the part of the Bush administration. This was also 
the goal of the Clinton administration and of the power elite in general. Their 
plan has been globally to integrate regional economic arrangements and then 
advocate their management by a World Socialist Government. Currently there is an 
effort to integrate the U.S., Canada and Mexico, and that is why American 
politicians have no real desire to control our borders despite their posturing 
to the contrary. Why else do you think there are only about 11,000 border patrol 
agents when even New York City alone has 37,000 police officers? To show how the 
integration of two entities---the U.S. and Europe---has already been occuring on 
a practical level, I wrote the following article which was printed in the 
CONGRESSIONAL RECORD on July 14, 1998 : 
"The New Transatlantic Agenda" 

While the implications of 
School-to-Work (STW) at the state and national levels have been widely debated, 
not much has been written about the international connections. On May 18, 1998, 
the White House released a statement at the conclusion of the U.S.-European 
Summit in London, indicating that "through the New Transatlantic Agenda(NTA), 
created in 1995, the United States and the European Union have focused on 
addressing the challenges and opportunities of global integration." 
One part of this "global 
integration" in 1995 was the agreement between the U.S. and the European 
Community establishing a cooperation program in higher education and vocational 
education and training. The agreement, signed December 21 of that year, called 
for "improving the quality of human resource development...Transatlantic student 
mobility...and thus portability of academic credits." In this regard, a Joint 
Committee would reach decisions by consensus. 
As part of the NTA, the U.S. 
and European Union then convened a major conference, "Bridging the Atlantic: 
People-to-People Links," on May 5-6,1997 calling for "thematic networks for 
curriculum development," and further stating that in an information-based global 
economy, "governments too are obliged to adapt their economic, training and 
social welfare programs." The conference final report noted that in the U.S., 
ACHIEVE has been one of the organizations at the forefront of defining key 
issues in this regard and developing strategies to address them. ACHIEVE has 
been measuring and reporting each state's annual progress in establishing 
internationally competitive standards, and business leaders involved have 
indicated their commitment to consider the quality of each state's standards 
when making business location or expansion decisions. 
The "Partners in a Global 
Economy Working Group" of the conference discussed "what redesigning of 
curricula is required...(i.e., what career skills are needed),...portability of 
skill certificates...and institutionalizing cross-national learning/training 
activities." 
Most people debating STW in 
the U.S. are familiar with the role of Marc Tucker, president of the National 
Center on Education and the Economy. He's also on the National Skill Standards 
Board (NSSB), and on its website under international links, one finds 
"Smartcards Project Forum," under which one reads: "The Tavistock Institute and 
the European Commission are working on a feasibility study to research the 
affect of using Smartcards in competence accreditation. The study will be 
carried out in the USA and parts of Europe." The project involves assessing and 
validating students' skills, with information placed on personal skills 
Smartcards, which "become real passports to employment." 
If without a passport one 
cannot enter a country, does this mean that without a skills passport one may 
not be able to get a job in the future? 
In October 1997, the Tavistock 
Institute (and Manchester University) completed the final report for the 
European Commission, and described in a report summary were the relevancy of 
Goals 2000, SCANS (U.S. Department of Labor "Secretary's Commission on Achieving 
Necessary Skills") typology with its "profound implications for the curriculum 
and training changes that this will require," valid skills standards and 
portable credentials "benchmarked to international standards such as those 
promulgated by the International Standards Organization (ISO)." 
The report summary went on to say that

overwhelming majority of Americans opposed both. Then through globalization, 
they sent manufacturing jobs overseas, outsourced high-tech jobs, and imported 
guest workers to perform lower-skilled jobs.

In the 1950s, 
I used to watch a TV show called "Robin Hood" in which the hero was also called 
the Earl or Baron of Locksley. I didn't think much about it at the time, but 
then I learned President Harry Truman used to carry in his pocket part of an 
1842 poem by Alfred Lord Tennyson called "Locksley Hall." The part Truman 
carried with him predicted a "parliament of man, the federation of the world" 
with "universal law," and Truman explained "That's what I have been working 
for." 
Later in the 
1950s, the Rockefeller Brothers Fund Special Studies Project produced THE 
MID-CENTURY CHALLENGE TO U.S. FOREIGN POLICY, in which one reads: "We cannot 
escape, and indeed should welcome, the task which history has imposed upon us. 

This is the 
task of helping shape a new world order in all its dimensions---spiritual, 
economic, political, social." I thought it strange that the powerful 
Rockefellers would use the word "spiritual" first in the "new world order," but 
then I reflected upon who Robin Hood was. He had also been referred to as Robin 
of Greenwood or Green Robin, named for the Green Man, who was the Celtic 
vegetation god. 
Thus pagan 
gods and goddesses will be acceptable in the spiritual new world order. Before 
President George H.W. Bush called for a "new world order," Soviet dictator 
Mikhail Gorbachev called for it, and Gorbachev is now head of Green Cross 
International (note especially the words "Green" and "Cross"). Gorbachev (along 
with Maurice Strong) is also responsible for the Earth Charter, which Gorbachev 
and Strong both have stated will be like a new Ten Commandments. And they have 
placed the Charter (written by Steven Rockefeller) in the Ark-of-Hope, modeled 
after the Ark of the Covenant. Do you get the religious symbolism? 
On June 25, 
2001, the U.S. Conference of Mayors passed a resolution stating that the 
conference "endorses the Earth Charter and commits the organization to the 
realization of its aim." And one of the main goals of the Earth Charter is to 
"promote the equitable distribution of wealth within nations and among nations." 
Thus, just as Robin Hood "redistributed wealth" in feudal times, under the Earth 
Charter the wealth of primarily middle class Americans will be given to people 
in other nations. 
While the 
Earth Charter has been paraded around the world (including the U.S.), display of 
the Ten Commandments in public places has come under attack. However, pagan gods 
and goddesses can be found across our land in public places. Among the goddesses 
is Themis (blindfolded with scales), who can be found in nearly every courthouse 
(from which the Ten Commandments are being removed). 
It seems that 
today we're going "back to the feudal," not only spiritually, but economically, 
politically, and socially as well. Spiritually, the Crusaders of feudal days 
have been replaced by New Agers worshipping Mother Gaia and those promoting a 
"common faith" (one-world religion) for all. Abbots and friars in feudal times 
have been replaced by religious syncretists today, magicians and wizards by New 
Age occultists. 
Socially, 
troubadours and court jesters have been replaced by the media and press. Recent 
fashions have included women's leotard-style pants and hairstyles like men wore 
in feudal days, along with pan flutes (feudal music). 
Politically, 
the King becomes Big Brother, princes and princesses become international 
bankers, Knights of the Round Table become members of Cecil Rhodes' Round Table 
Groups, the Sheriff (of Nottingham) becomes the U.N. Secretary-General with his 
blue-helmet troops, dukes and duchesses become corporate heads, lords and 
overlords become world government leaders, earls become heads of nations, 
viscounts become legislative leaders, and barons and baronesses become state 
governors. 
Economically, 
there was no middle class in feudal times, and that's exactly why there is an 
assault upon the middle class today. The tax burden today is largely borne by 
the middle class, which pays a higher percentage of its income in taxes than the 
serfs of feudal days paid from what they produced. Small businessmen (regulated 
by bureaucrats) today have become like feudal vassals on fiefs. You and I are 
like the peasants of feudal times. We're called "human capital" or "human 
resources," and are to be "managed" like feudal "human chattel."

 group closely monitoring the Afghan situation said in a report Tuesday.     The report on the reconstruction of Afghanistan marking the fifth anniversary of 9/11 is based on extensive field research in the critical provinces of Helmand, Kandahar, Herat and Nangarhar.     "The Taliban frontline now cuts halfway through the country, encompassing all of the southern provinces," the Senlis Council report says. The Senlis Council is an international policy think tank with offices in Kabul, London, Paris and Brussels.  The report from Senlis, which has reported extensively on Afghanistan over recent years, says also that "a humanitarian crisis of starvation and poverty has gripped the south of the country." The report blames "the U.S. and UK-led failed counter-narcotics and military policies" for this situation..    
 "The subsequent rising levels of extreme poverty have created increasing support for the Taliban, who have responded to the needs of the local population," the report says.     "We are seeing a humanitarian disaster," Emmanuel Reinert, executive director of The Senlis Council told IPS. "There are around Kandahar now camps with people starving, kids dying almost every day, and this is obviously used by the Taliban to regain the confidence of the people, and to regain control of the country."     The poppy eradication programme has been a disaster, he said. "It is a direct attack on the livelihood of the farmers, so there is a clear connection between the eradication and this humanitarian crisis. All this is being used by the Taliban to say that when we were there we were maybe hard and cruel, but you could feed the family, now look what's going
 on. They are more and more providing support, social services to the local population."     The U.S.-led nation-building efforts have failed because of "ineffective and inflammatory military and counter-narcotics policies," the report says. "At the same time there has been a dramatic under-funding of aid and development programmes."  The disastrous policies could have created the very circumstances for a growth of terrorism that the United States set out to fight, the report says. "The U.S. policies in Afghanistan have re-created the safe haven for terrorism that the 2001 invasion aimed to destroy," Reinert said.     "The reason that the international force is in Afghanistan for the last five years is to make sure that Afghanistan will never again be a safe haven for international terrorists," Reinert told IPS. But the rise of the Taliban
 is still short of a rise in terrorism, he said.     "Right now we cannot say we see a lot of foreign elements; we see the Taliban in Afghanistan," he said. "We see basically the neo-Talibans as they are called, they are Afghans, they are people from the communities, they are from the Pashtun tribes who have been fighting in the south for so many years. In a way it is a civil war which is being waged over there."     Hunger is leading to anger, the report says. Lack of funding from the international community means the Afghan government and the United Nations World Food Programme are unable to address Afghanistan's hunger crisis, the report says. "Despite appeals for aid funds, the U.S.-led international community has continued to direct the majority of aid funds towards military and security operations."     "Five years
